So, "Rusty" and "Shiny" are offline, but "Ice" is active and has scores in it's "LIST", but no puzzles.
"TARGET" points at the "Silver Cube"

The puzzle works as 8-bit ASCII (Extended ASCII) if you add the leading zeroes and use this translator:
